The Flying Dutchman is probably high 7c, or even higher.
He is friends with Davy Jones, which also gives him the power to act as a "Grim Reaper" and come to steal souls from those both living and close to death, to banish them to Davy Jones Locker (filled with aged and smelly socks for nasal toture for eternity)

In Season 1, episode 13a "Scardey Pants", he appears to come to steal everyones souls, in Season 3, episode 56a, he comes to steal Mr. Krabs' soul, as well as in Season 5, episode 88a, and in Season 7, episode 133a, he curses Spongebob and Patrick into being ghosts like him.

Because King Neptune is the King of the Ocean, it is obvious he is even stronger than Triton, which means if the Flying Dutchman is rivaling King Neptune in power, than his power must exceed past Triton's, thus showing proof of his power around a high 7c.
In a unrelated note, it can be determined that his age is over 5,000, because in Season 2, episode 21a, he tells Spongebob how he hasn't worn shoes in over 5,000 years, which also means he's older than King Neptune, because in "Clash of Triton", Neptune is turning 5,000 years old.
While he has the ability to teleport anytime and anyplace, his "speed" can be determined in the "Nicktoons MLB" video game. In the game, you are able to play both cartoon characters from Nickelodeon, and real life MLB players whose actual stats are put in the game, so to prove that the characters from Nickelodeon's stats are by reality standards. The Dodger Stadium, which is a real stadum with the field being 2,620 square feet (798.5 square meters), and is determined as a direct copy in the game, is one that the Flying Dutchman, if you choose him to run around the whole field covering every inch, takes about a minute and two seconds, which is faster than the world record (1:41).
