Evolto scales to either 20 Foe or 198 KiloFoe. Cell scales to 3 KiloFoe. This doesn't seem fair...

Well, to be fair, Cell can regen quite a bit himself and Senkai boost is a pretty potent power up.
But at the same time, this match went much better in my head. (Two omnicidal egotistical alien that aim to crush his lesser who love to absorb thing.)

Can't Cell's regen be overcome via higher AP? Like, isn't that how Gohan killed him?

If not, I vote to Evolto since can be stronger easily than Cell (Absorbing Planet) and like @Ionliosite said, Cell be defeated with more Ap Black Hole within same case as Gohan did
