While both resist their primarily forms of attack, Luck gets stronger from electricity. That along with stat amps, I believe Luck takes this FRA.

Getting stronger is kinda useless against Logia intangibility and Regenerationn. Luck would need to destroy every electron that Enel is made of to take this.

So this is either an incon or Enel outlasting (but IDK Luck's stamina).
