Edit: Woops. Forgot my real answer. Pikachu via paralysis and probably being about to deal more damage to Natsu with quick attack.

Pikachu is probably more versatile and harder to hit, has a pretty decent variety of moves aswell so i'd say pikachu.

Pikachu is only MCB. And he has a tiny upper hand in speed, Natsu should easily be able to nuke and kill Pikachu easily.

Here's the problem, pikachu is not affected by electricity, and fire isn't pikachu's weakness. Natsu can only last for a couple if minutes with that form until he passes out.

Natsu has never been shown to be able to eat or resist lightning; he was only able to eat lightning that one time becase laxus volintarily transfered it to him.
