Bugs has plot manipulation, which ness doesn't seem to resist.

Bugs will just comically make the plot be ness dies of a cold and he will puke to death saying gibberish

Read the profile again, he doesn't resist, It's apart of his move set due to being protected by the Truth of the Universe, which would make Ness win every battle even in the most dire situations. If he kills Ness, he would simply view this as a bad dream and come back.

Bugs doesn't resist fate hax nor has an answer to The Player.

It just means that you cant die normally

But you can still be affected by other abilities if you dont have resistance

Passive means instant, always active(even before the battle). Speed equalized isn't going to make it magically stop at some point.

In my opinion: Ness fatestomps, Bugs has no way to counter Fate Manip and at best Bugs might get an incon or "fate has sided with Ness Yoshikage" happens.
