Apologises in advance, I know absolutely nothing about either character so bare with me. However i really wanted to help out. From what I can tell it would seem Xue has an advantage with that telekinesis. Would Regina have any counter for that ?

Her own. She could turn him into a Selfish, but I'm not sure how in-character that is (the only time she fought directly, she didn't use it, but she might have been holding back in that regard).
 
Maybe we can reach tier 1 of Bump-ness. Maybe we can go even further beyond. What is dead may never die.
 
I don't really know them, but I'll go through their abilities and decide on who wins, I guess...

AP - Regina via - Multi-City Block level (dispersed a cloud)

Striking Strength - Xue Ying via - Multi-City Block Class

Stamina - Xue Ying via - Very High, able to fight for several days with someone comparable to him

Range - Xue Ying via - Extended with Spear, further with shock-waves, Hundreds of Meters via throwing his spear, several Hundreds of Meters via Being One with Nature (telekinesis)

There's no direct energy value of Xue Ying's justification while Regina has an AP advantage by 2x the amount so that's not much of an advantage while Xue Ying should have a lot of advantages via having various amount of combat capability due to being a martial artist, so he'll be able to deal continuous damage just with his punches alone if he decides to go CQC, and it's not even taking into account his other abilities and his spear attacks

He can also attack her from afar via being One with the World, suppressing her mobility and nullifying her abilities while also having Regenerationn, so Regina really isn't doing that much damage on him, and it seems like her only potent moves are for in-character and unknown circumstances, so he pretty much has a lot of advantages.

Seems like she has Selfish Beam, which is probably Soul Manipulation, which says that it rips them out of their bodies. How in character does she use it often, she could probably kill him using that if it hits, but if he decides to play being One with the World, it won't be hitting him

How does Regina's Teleportation and Telekinesis work

I vote for Xue Ying for now

Regina can lift and throw things with her telekinesis. She didn't use use the selfish beam directly when she was at peak yandere, so she won't be using it here.
 
Xue Ying is baseline Ap for this tier but he can increase it x2 with Bloodline Power.
 
In the VsBattleWiki, a battle was foreordained… the Pretty Cure's/Lord Xue Ying's one and only… Regina/Xue Ying... The Izumi Todo and the IEatTomatoes cared not, but their followers cared. Thus, the Heavens were reversed, Karma was altered, and time was rifled with. They were willing to pay any price… and they succeeded! Yet, they also failed. Furthermore, they were unaware that… because of the changes wrought by the mix of success and failure, they unwittingly caused something to happen which should not have.
