Pretty sure Captain Marvel is swifter than Captain Marvel, Being comparable to Superman who is comparable to green lanterns. You might want to equalize speed, this might just be a speed blitz.

I'll give this to Billy for the following reasons: He has the AP Advantage (Being shown at least equal to supes, and Superman did have the AP Advantage against Carol) and she has a very hard time absorbing magic, Which is everything Billy is. Shazam also may be a better fighter and has a better regenerative healing factor. +1 for the true Captain Marvel.

Plus shazam is pretty smart for the Wisdom of Solomon, for that and fra shazam wins.

Really, Shazam doesn't really have an AP advantage. The difference between the DC and Marvel 4-Bs is more or less 1.6x times, so it's negiligible.
However, he's still has the better feats what with his regen and is definitely the better fighter by who he's gone up against. Will say though, that this is a more fair fight than Carol vs. Post-Crisis Supes.
