@AKM Sama, could he also have Acausality Type 2?

"Characters with this type of Acausality do not exist in either the past or the future, only the present."

Emperor Quintillus is seen talking to Present day Hetalia Characters (such as America, Germany) Yet he was "born" during the days of the Roman Empire.
 
Why would that be acausality 2?
 
The anime makes it seem like he only exists in the present. They're not sure when he existed in the past nor do they ever mention him existing in the future.

Just a thought.
 
Anyway, besides adding Acausality Type 1 (since it seems this is fair enough) this doesn't upgrade anything else right? Like Speed or Tier?
