Short Version: Ryu just barely has an AP advantage despite them being in separate tiers

Long Version: Scorpion's in a lower tier. But from what I can tell he's really high in said tier. Ryu lacks a calc so I assume he's baseline.

Scorpion AP: 5.44151479200599 Megatons.

Ryu AP: 6.3 Megatons

Ryu is exactly 1.15776585028 times stronger.

And you know what that means.

Ryu scales from M. Bison who is a City buster, but yeah, not calc on it. Anyway, Scorpion may have a slight disadvantage in AP, but Portal Creation and BFR are far more hax'd than anything Ryu has. He's also much more versatile thanks to summoning and teleportation. Honestly, I think Scorpion wins this pretty easily.
 
Maybe allow Evil and Nothingness Ryu but keep him in base in the beginning.

Also Scorpion has type 4 but I don't know if it's combat applicable

Alright. Since Ryu goes for the KO IC anyway I think this is fine. Anyway, the two fight and Scorpion barely wins thanks to Hellfire, Teleportation, More suprises, basically FRA. Then Ryu tries to pull a Segat but Scorpion just does the Mortal Kombat thing.
 
According to The Smashor, Ryu seems to have a small advantage in strength and physical stats, and he is allowed to tap into the Satsui No Hado or Power of Nothingness, but he won't start with it right away. The Raging Demon attack is a perfect way to get past Scorpion's resurrection but then again he won't start with it here.

Meanwhile, it seems that Scorpion has beat him in versatility, and can potentially keep up in stats with Ryu by sending both of them to his turf. His first move in combat is usually brutal and guarantees your death. He also makes sure you're dead just in case.

In this form, Scorpion already beats him in mobility thanks to his teleportation technique, and his spear is capable of reaching a helicopter pilot piloting a fast moving chopper way above the ground, showcasing his great aim and skill with his very difficult to master weapon as well as beating him in range.

Skill wise they are even. Akuma, an older martial artist who has mastered a deadly martial art and even added his own techniques to it, regarded Ryu as a worthy opponent. Scorpion himself had to teach many survivors his ninja techniques of stealth and combat and this was all done by him only.

In conclusion, I vote for Scorpion.
 
Doesn't Ryu fully tap into the power of nothingness for as long as he wishes too in SFV?

Or does he need to transform there as well

I should also mention Scorpions res does take time.
 
Okay, I did my own research, and it seems that its fastest activation time was shown in that Ryu vs Sagat fight where his eyes start glowing and he releases a beam of energy or just straight up punches you with it, so it seems like Scorpion can evade it pretty easily since he can teleport instantly with just a thought.

Only way Ryu wins is when he inevitably surpasses Akuma

Then again, isn't Ryu naturally always in the power of nothingness
 
Doesn't the Hadouken only kill evil stuff though? Scorpion isn't necessarily evil because he's a spirit of vengeance right?
 
Honestly if Ryu is allowed to transforms he's to powerful, I don't agree with Scorpion being listed as high as he is but even putting him where I believe he should be still isn't enough of a power difference to make up for the amount of abilities Scorpion has, so basically in their history, Scorpion won, then Ryu won, now Scorpion reclaims his victory
