After looking at their abilities I don't think this is a stomp.

Lucetta has all her non-higher tier favours and is Perennial; capping out at 9-C. Battle takes place in The House, otherwise, SBA.

Why is her 7-A key labeled "Perennial" then?

Anyway, I'd put her at whatever makes her the strongest but still 9-C, and adjust SBA if needed for Perennial.
 
Her rightmost key is Perennial, and her rightmost AP is 7-A.
 
She has 2 AP keys. 1 for base AP, and one for while enhanced with Favour of the unsanctioned Gods. Her perennial status has no AP difference
 
Okay, does her Perennial status effect the outcome of this?
