Good lord I just sighed going through a lot of these.
Large Mountain Turtles-
This one is fairly simple.
All of the turtles are scaled to Leo, who can go head to head with Rahzar...who is Town level...via scaling to the turtles. There's no calc for large mountain or anything. The turtles are scaled to someone who is Town level, and somehow they're large mountain level. Uh-huh.
Mountain level+-
(I'm saving Ho chun for his own section)
(Also, this is going through the first keys of the turtles.)
So we're starting with Raphael and Casey. Raphael defeated Casey in their first encounter, their first encounter being when Raph saved him from a bunch of thugs that Casey...nearly lost to. So no mountain level+ feats here. Further going down the first key for Raph, he is apparently stronger then Fishface, who also isn't mountain level, and if he was, he'd be scaled to being able to take on the turtles. So no mountain level+ feats here either. And the last of Raph's feats is being stronger then a guy who smashed Leo through a wall. Obviously not mo-, well, you get the point.
Now for Michaelangelo. He beat against a frog, who's superior to frogs who have no mountain level feats of their own, but said frogs battled against Mich's brothers. Ok, so not mountain level.
Donatello can contend with fishface, and we've gone over how that isn't mountain. But he can hurt Traag, and "contend" with giant robots. Now by "contend" they mean either he builds his own robot (which doesn't scale to him) or...just doesn't contend at all. In fact, the turtles are almost always getting their shit kicked in by giant robots. Traag also isn't mountain level+ so nope.
Now for the big guy, Leonardo. Now this guy beat Tiger Claw, who could beat a giant worm who could "shake the city". I have no idea if that's mountain level or not, but I doubt it. And...here we go with the one feat.
Ho Chun-
The episode with him is a complete mess. So right off the bat, this guy can grant the turtles the powers to create a Mountain level+ storm. So already, it makes no sense that Casey Jones, a guy who on his first night out nearly lost to street thugs, could smack this guy around.
Also there's naturally the fact that the turtles aren't Mountain Level+ normally. They were only this powerful after Ho chun gave them this power, and it shouldn't be used for stats at all. "Created a large thunderstorm" is moot when someone had to give you the power to do it. It also took 3 of them to perform it.
So what you're telling me is that, the turtles got AMPED by this Ho chun guy, it took 3 of them to create this storm, and Casey can just casually smack this Ho chun guy around, the one who gave them the powers to create the thunderstorm that it took 3 of them to make. This reeks of PIS. This is the same guy who is already physically inferior to DONATELLO, the weakest member of the turtles. And they created this storm after they were AMPED, and Casey just comes and smacks him around.
Now this actually isn't as bad if you subscribe to the fact that AP=/=Dura, which is true. But still that doesn't change the fact that it's not Mountain level+.
What i'm trying to say-
1. NOBODY should scale to Casey Jones for Mountain Level+, as his knocking around of Ho chun is either PIS, an outlier, or both.
2. The turtles should have their first Mountain level+ keys removed for scaling to Casey Jones and other people who aren't Mountain level+
3. The turtles should have their second mountain level+ keys removed as it was just a temporary amp that they never kept. Scaling to Casey jones is fallacious.
4. Casey jones should have his mountain level+ key removed.
5. The turtles should have their Large Mountain [third] key removed due to unsufficient evidence.
Things may be added via edit. This is my first time writing something this big so I apologize if it's not as clean or organized as you want.
