Besides for the fact that Silver is pretty much Shadow's punching bag.

Shadow is far better skilled in combat and is more proficient at using Chaos Control than Silver. He doesn't need Chaos Emeralds to tap into the Chaos Force. So yeah, Shadow takes this with relative ease.
 
Wait, silver needs the emeralds to go super while shadow can just take off his power limiters whenever he feels like it causing him to temporarily achieve a comparable level of strength.

Seems kinda unbalanced here.
 
I hate how that's technically right by feats because it makes absolutely no sense narratively

Joking aside, not sure if their battles with Enerjak should be taken into account.

If this were Game Silver, I'd say PK gg due to no PIS. Here, though, Silver seems to only use it when desperate or annoyed. Not sure if he'd get the chance to do that considering Shadow's use of teleport anyways

Enerjak became more serious as the fight progressed, particularly at the end. Either way Silver was able to do more damage and fight a heck of a lot longer than Chaos Shadow.
 
@Shake Nah that isn't PIS. Shadow has far superior combat skill as Silver relies heavily on TK, also has time stop and spatial manipulation. Sure, TK is nice but it wouldn't insta-kill Shadow and overusing it does exhaust him (he mentions this in Sonic Rivals 2).

I feel like any Chaos shit Shadow does won't effect Silver. If this was base? Yeah, maybe Shadow can time stop and then get off a hit, but with an Emerald and above I'm pretty sure Silver has the exact same abilities listed and literally could survive a hit while exhausted and then just counter it like he did in the games. Plus there's that whole "detecting spacial anomalies thing" he has, so simple Spatial Manip wouldn't work either. Shadow actually needs the time stop in base and to actually defeat Silver right off the jump IMO for him to win because otherwise he's just getting an uno reverse card. Plus Silver also has the one ability in Enerjak where he enhances his psychic abilities and seems to perform much better so it's not like Silver is without tiered levels of power either.

Buuut, this is Archie. I suppose I'm thinking along the lines of a full composite.
 
Silver can fully counter Chaos energy in base with just psychic power, but if Shadow stops time early, then he takes this
