Setting up officially if Tier 0 is needed

As this was on a wall post and nobody took the topic up again, I decided to bring it back here.

Let's wait until Matthew decides to create a staff forum thread regarding the subject.

Although for the record, I find it convenient for our visitors to have a "Tier 0" category for our strongest characters easily available, and would prefer to simply get rid of "Questionable Omnipotence" from the profiles, and merge tier High 1-A with it if necessary, i.e. turn Featherine, The Overmonitor, and TLOI to this category as well, while making a note that The Creator and The Writer are still stronger than he first two.
