Mind hax should work since Anti-Pop was even weakened by Empathic Manipulation which is a weaker hax. Bill's also could use death hax and transmute hax. @Edwardtruong2006 , Bill's conceptual manipulation should count and should not be weaker than his law manipulation and causality manipulation.

Basically a grace period is when its not unanimous. A 7-0 doesnt need a grace period but a 7-4 wpuld even though it still meets victory requirements. Anything other than a 7-0 needs a grace period
