It sounds ridiculous, but the random background characters have quite a few Tier 7 feats.
First off, Axel's adventurers were able to fight and injure Hoost, a Low 7-B. And when he was reduced to half his strength, a single team was able to stand up to him and take his attacks, though they were losing. This guy had to be significantly weakened and injured for Megumin to be able to kill him with her Explosion, so his durability is quite good. He had his wing chopped off by Kyouya and was forced to block another guy's sword, so humans' AP, SS and durability should scale.
Secondly, a bunch of mages firing together were able to damage the Kowloon Hydra which could withstand Megumin's explosion which by this point is 7-B. Mages and warriors brawl fairly regularly, so the warriors' power must be comparable as well. And the royal knights were capable of dealing with the hydra every 10 years when it came out of hibernation as well.
Third, Claire was able to cut through 7-B Darkness' skin and muscle. Beldia, a Low 7-B, had to exert significant effort just to cut through the skin of a much weaker Darkness. This isn't an outlier for Claire since they're somewhat like rivals and have an even fight in one of the short stories. She's comparable to knights and afraid of taking on multiple at the same time.
Fourth, Wolbach, the series' strongest 7-B, was forced to retreat when faced with a large number of adventurers.
Finally, Vanir, a 7-A, was able to blow away a whole squadron of knights with a casual wave of his hand. This is consistent with them being around Low 7-B to 7-B, if they were truly Tier 10 every villain in the series would be able to do this.
