Bill Cipher vs. Cueball (xkcd)

The stick figure could simply move some rocks and make Bill vanish. Maybe Bill could Reality Warp him or something? Would that work?
 
I assumed they would start the fight aware of each other's presence, so they could actually fight, or something like that. If that's not the case, then Bill literally won't even know what hit him, we're talking about a dude who's smaller than strings, I don't think Bill can really detect something like that.
 
Time doesn't pass unless Cueball makes it pass.

Bill says "lol time has no meaning here" and makes it pass anyway though.

I mean the whole reason he was Low 2-C was that he had total control over time.
