Speed equalized to Crazy Hand's level (A new thing about Speed Equalized that I am glad to agree with). Battle takes place on Final Destination. Bill is restricted for obvious reasons. Victory by any means nessasary (Note that Crazy Hand can teleport). And just to get it out of the way, no there is no way that Crazy Hand would make a deal with Bill Cipher.

CH seems 4D, but even if he is not he would win this via AP and potentially better use of hax.
 
Crazy Hand definitely isn't 4-D.

He still holds the advantage of AP and hax, meaning he'd beat Bill.
