Both using their 7-A forms.

Speed Equalized.

Pikachu and Luffy are 10 meters away from the other.

Z-Moves are allowed for Pikachu.

No Gears for Luffy.

No prep time.

They meet because Luffy ate some of Pikachu´s Berries.

Victory via either Knock Out or Death.

Pikachu: 0

Luffy for being resistant to all his attacks

Thunderbolt,Thunder,Electro Ball,'''''Volt Tackle,'Thunder shock and Quick Attack are not very effective...

Iron tail is his only move that can do some damage to luffy,the rest are mitigated for blunt and electricity resistant
 
I would say its a stomp as Luffy resist everything pikacu does and he likely has AP advantage as well.
 
You mean the fact Luffy has greater AP and durabilty and resistance on everything pikacu does? If Pikacu had the AP advantage then i would agree, but like this... Even his Z moves are restricted and Luffy has gears like seriously.

Well I forgot to say Luffy´s Gears a restricted. My bad.
 
More powerful version of his lightning attacks and tackle. They give him a very good boost in power.

If pikachu can do Z-moves,he should choose carefully because Z-moves can only be use once and you can only use one of your Z-moves,so that is his only chance of "one-shotting" Luffy

Problem? Precognition,Pikachu has to charge the Z-moves and Luffy will notice the danger with haki,dodging it or even trying to resist it with his defensive moves like gomu-gomu no fuusen

So,the rest is clear,luffy resist all his attack and luffy can anticipate the danger of a Z-move ,i can´t see pikachu winning here,maybe with speed unequalized this can be a fairier fight with pikachu dodging everything but he will tire out faster,than luffy who only need to resist and wait until pikachu is exhausted
 
No matter if he EVEN Uses an Electric Type Z-move, will Luffy be Harmed by Pikachu; HE'S MADE OF RUBBER; AND RUBBER INSULATES AND PROTECTS HIM FROM LIGHTNING & ELECTRIC ATTACKS!!
