So I framechecked Vital View, and it seems like, for Billy at least, without proccing his attack, Vital View lasts for 2.75 seconds (2 seconds and 45/60 frames in a 60fps video).
Second, to test attacks and how slow they go, I watched the Mk. 2's spin attack in the testing arena. Which completed a quarter of its revolution in about 112 frames or 1.87 seconds during the slo-mo. By contrast, the normal speed of the spin attack completes a quarter of its revolution in about 4 frames, or about 0.7 seconds. This makes it 28x faster than when it was slo-mo'd, meaning that by my estimate, Vital View increases the speed and perception of the user to about 28x their normal speed.
