We don't know what Full Powered Bankai Kenpachi can do or what his Bankai gives him to.(Maybe he has some hax).

But as we saw from Manga , Toshiro nullifies him.

toshiro would not be able to completely nullifie kenpachi as kenpachi reitsu is vastly superior a fight in bleach is not all about abilities but reitsu, there is also the fact that kenpachi physical state is monstrous similar to gerard who also broke free,

but kenpachi has higher potential, toshiro needs to wait atleast 100 years to actuall grow into that state of power, kenpachi has just gained shkai and bankai within the same week, he has no mastery of either one so after he masters both his power would grow to that of ichibei if not higher, in his current state his body can barely handle his own reitsu converting into physical stats due to incompletely control of his own bankai.

in a fight toshiro cannot stay in his most powerfull form for long at most 10+ secs and even using one of his technique completely drains him afterall he is forcefully growing into this phase, IMo this is the form in which toshiro would surpass shunsui as shunsui did say that toshiro woulkd surpass him in a few hundred years when talking to stark.,

Toshirou was flat out stated to freeze all matter and cancel its ability. The sole reason Gerald lasted so long against him was because his "hope" was an abstract thing that cannot be frozen.

Hitsu lolstomps this.

Toshiro wins via hax. he was keeping up with miracle and easily intercepted kenpachi while in bankai. idk if bankai or shikai increases his speed but it looks like it does in true bankai form. weather manipulation flash freeze is a hax stomp.

Yeah, Hitsugaya has this. His reiatsu in his most powerful state is easily comparable to Zaraki in bankai. And we do see that he can stay in that state for a long enough time to end this fight.

Hitsugaya is going to shut down Nozarashi and then proceed to flash freeze Zaraki, then may be slice Zaraki apart. Wait, is that last one even within his character?
