Going to have to give it to Bodiless Zamasu, Viracocha doesn't really seem to have anything that'll put Zamasu down.
 
One look at Viracocha's powerset tells me that he'll win handily. Bodiless Zamasu is haxless, while this guy has a good amount. Zamasu has no fighting experience in this form, let alone techniques. And reality warping, time and space manipulation, and transmutation can easily put the wannabe Giygas down.

2 not really he should still have trasmuton and there is nothing on his prfiel abput how he uses these powers.
 
He has no real feats apart from creating the universe, other than that he's featless, Zamasu wins this hands down, regardless of is lack of "hax" abilities.
 
And Zamasu has no real feats other than beam spam. Your point? The fact of the matter is that the opponent has a bunch of abilities that Zamasu has no counters for. End of story. If you don't think it should be there, then make a CRT.
