Zabuza Hiei's him (Blitzes and disects him into pieces).

all of zabuzas attacks are water based, at least 98%, which means seiryu will have the upper hand if zabuza uses water jutsus,
but his speed is HS+ while seiryu is S+,
durability is by seiryu at building lvl while zabuza has city block lvl AP via water jutsu (which is useless against seiryu),
zabuza has building lvl durability with seiryu large building lvl AP,
without water jutsus zabuza is wall lvl+ AP at most,
i give it to zabuza mainly because of the big gap between speed, seiryu should get blitzed the moment the fight begins ^_^
