The Only problem is that her AoE attacks still has very good freezing potency (can literally freeze energy), not only AZ is dangerous here.

Let me go grab the profiles to look over Regina's profile, but yea, her freezes have extremely large AOE. She'll be hard-pressed to get through them.

Okay, first off.

Nullifying physical damage with the Astral Dress will be decently useful. However, Regina does have some useful abilities, such as Life Manip. As well, Regina resists power null, although I'm not sure how that would interact with the Astral Dress given that they are pretty different.

Life Manip is resisted, although Regina has their corrupting beam.

I can't find any calcs for Regina, so I'm guessing they are both baseline.

Overall, I'd give this to Yoshino. Danmaku and AOE will give Regina a hard time and constantly put her on the defense, and it only takes one Absolute Zero to end her. Life Manipulation would serve useless, and most of Regina's spears and attacks would be unable to get through her ice. Regina's best chance would be a corrupting beam, but Yoshino could easily block or dodge it.

You talk about regina? if it's about Yoshi, The storm is Environemental Destruction (and 7-A), She scale to the 8 Megaton (7-B). She is as Durable as her own AP since the Astral Dress is comparable if not supperior to her own AP.
