Speed is equalized. And what does stark have against petrification? I doubt he can resist that. Also his dogs can just be countered by Xanxus's guns.

Looking at both of their profiles, they have almost the exact same skill set. Summoning, guns, being highly skilled. For me, the advantages for each of the characters goes as follows.

Stark

-Can spam an infinite number of his wolves

-Has great durability with his hierro


Xanxus

-Petrification

-Flames of Wrath


Stark's BFR is ineffective against those whom are on his level or higher according to his profile, so that point is somewhat mute. Alse, Xanxus' flames of wrath possess a vaporization property as they are specificed for destruction, so I feel like they would be able to at least somewhat bypass Stark's hierro. In addition, Stark's dogs must bite something in order to explode, whereas all Xanxus' box weapon has to do is roar at someone, and the roar has been shown to work for AoE purposes, when he fought in the future and froze all of his opponent's bats in one go. A similar thing would happen with Stark's wolves. This leaves his cero. With speed equal, they can fire at the same rate. And, as both can fly, neither has the mobility advantage. I feel like Xanxus would take this with relatively high dif primarily because he's the only one who truly possess any hax here. And his flames of wrath can likely slightly bypass Stark's hierro, meaning that his gunshots would likely be a bit more effective when compared to Stark's. Xanxus is also not really one form playing around either, and Stark's laid back attitude may lead to his disadvantage when faced with someone who can potentially one shot him with hax if he's not careful.
