Wrong Conversion Death Manipulation Issue

Alright, so I was looking at the chapter again and I think I missinterpretted how the death manipulation is triggered. I think that he is taking that the enemy is "Being Quiet" to change it into them being dead, not him telling them to "Be Quiet" that is triggering it. One of the reasons for this is that it makes more sense why the two techniques he linked together make more sense. Which do you all think it is?

Given that the person he told to "be quiet" stayed alive but silent for a few seconds before dropping dead, this seems accurate.
