Writing Stories with Tier 1 Characters

Say I want to write a story with major characters that are Tier 1 powerful all the way throughout the story. How would you guys go about it? I personally find it incredibly difficult to do so due to the nature of these kinds of characters and various reasons given here.

A Tier 1 is only OP if it's surrounded by lower tier or underpowered characters.

A Story Breaker Power isn't one when everyone has a Story Breaker Power.

I personally have my own little silly verse on FCOC with Tier 1 characters, and as long as dangers are on part with the Protagonist, it seems pretty easy. Umineko too for that matter.

conversively, you could build a meta-esque wall-breaking story featuring tier 1 people doing tier-whatever thing you like. Deep meaning are optional, since this won't need to take itself too seriously.
