Would this be City Level?

Destroying the entire sewer system of a city that is as large as the city in question. Would this be City Level?

Possible questions that might be asked:
The sewer system is made of stone.
The diameter of the sewer system is slightly smaller than the city.
The volume is also slightly smaller.
 
Probably not, but it depends on size. If we take a circular city large enough that a non-nuclear explosion destroying it would be 7-B, it would have an area of around 84km^2
If we assume the sewer system and surrounding ground destroyed is around 6m in height and 20% hollow, you’d need to destroy 403200000000000 cc. If around 50% is concrete from building foundations and the actual sewer infrastructure, and the other 50% is soil, the average fragmentation value is 3.075 J/cc. That would mean destroying it requires about 1.24e+15 Joules, which is only high 7-C. If you used the same assumptions for the height and makeup of the sewer, but used the area of Tokyo instead, it’d be 7-B
