If a character created a pocket dimension that contained two parallel timelines would that be Low 2-C or 2-C?

I know it's considered a 2-C feat based on the tiering system since they're separate space-time continuums, but what I mean is if they started in the same spot and the diverged to be parallel.two parallel timelines
Pretty much yeahso the guy created one and then it split off into two
It not from a verse or anything. I'm just asking this cause I'm curious, though I'm sure there is a verse where something like this happened.does the verse explain how that happened
So if the guy does scale would that be Low 2-C or 2-C? (I'm honestly thinking it's a 2-C feat)if the split is just a mechanism of the verse that doesnt have anything to do with the guy then this means nothing, but the guy did or otherwise caused it then he might scale
Oh so basically it's the guy creates one timelines (Low 2-C) and either causes them to split and be (thus scaling to 2-C) or they timelines split on their own and the guy remains low 2-C since he didn't cause the split.what? how would it be low 2-C if its two, its either nothing and he only scales to the original creation of the first timeline or he does scale and its 2-C
Alright I get it now, Thanks!
