If a character is from the 5th or 6th-dimension would they be Low 1-C? (If this has already been asked before I'm sorry.)

No. They would only have Higher Dimensional Existence
In order for be Low 1-C they need demostrate a to being more than Infinitely Superior than Universe sized Space-Time Continuums, such Reallity-Fiction Intraction, Trascending Dimensions, Trascending Space-Time in a Higher Dimension etc...
