Probably gonna give it to Sekiro. He has better movement techniques and fights better as a duelist than Chosen. Chosen has the better arsenal but he's no specialist, and both have similar items to cancel each other's status ailments like poison. Really, the only thing Chosen doesn't have an answer to is the Mortal Blade, which would sap away at his life force if not used to kill him, which would undoubtedly end him for good.
