As far as I'm aware, something that comes from an animated series or a video game is fine, but since "Vtuber" are mostly Livestream, I'm not sure if it fits. Regardless, I needed a CRT.

You are mostly correct, but just to clarify. Vtuber profiles exist on VSB, but exclusively for media and feats that come strictly from officially-licensed anime, manga and video games, that merely feature the characters attached to the personas of the VTubers. But indeed, no information or content from livestreams or projects are allowed.
Whoever that N4myu person is, they are working with a perception of things incompatible with VSB. His pages-turned-blogs include livestream content to justify powers and concepts.

I blocked the following user for a month after they made this nonsense page, since @Random-Helper323 had given them warning instructions which they completely dismissed, remaking the page again
However, upon further inspection, they seem like a blatant troll, making this edit to the superman disambiguation page and dismissing warnings
So I made it a permanent ban instead
