Why wasn't Parallax scale to other Emotional Spectrum Entities?

Two other Spectrum entites, Io and Life Entity, have been rated as 3-A. Why Parallax only had 4-B rating? Can we give him a new key for 3-A rating?

Parallax should be Low 2-C, likely 2-C because the Spectre was afraid of Parallax and it has fought the Spectre. The others entities too should be at this tier.
