The Narrator was simply playing along with Beerus' statements and this was well before it got retconned by Whis. In actuality, Beerus was not even close. Him using 10 precent of his power against Vegeta and using 100% against Goku were both lies to get them motivated. Also, the staff have since answered yes to those who asked if it is true that he wasn't even using 1% of his power. And but our tiering system, the gap is infinite even if the verse doesn't treat 3-A and Low 2-C as in infinite distinction. No verse does really aside from maybe Warhammer and some other verse.

The whole point was for us to think Goku in his new form was giving Beerus all he had and by pushing past his limits he could potentially win the battle yadada, also to make the Beerus reveal even more "WOW!" inducing (but I mean, who didn't watch B.o.G anyways lol)
