why isnt waluigi MFTL+

He was updated a long time ago, but basically Waluigi is mostly a minor character who just hangs around spinoffs, and cutscenes in openings pretty much portray him as an underdog minus Mario Party 3. But we decided to only have him scale from casual Bowser dealing with Black Holes. But casual Mario also has multiple FTL feats.
But there have been plenty of conversations I had with Dino about making every single Underdog and mini-boss scale from Mario. Which I have always said I am iffy on.

he already scales to the 4-As on his profile, I dont see how he could scale to 4-A but not MFTL+
