Even if they couldnt dodge it in skapica( i personlly think luffy could dodge it since CP9 becasue gear2) yet they surely could do that at the begining of the time-skip becuase they(only luffy but probably also everyone else like Zoro Sanji Kid and of courae the top tier) were able to dodge pacifista's laser easily and zero efforts which i think Logically should be faster or at least close to enel's lighting PTS speed.
