Why isn't Hit low 2-C?

I could definitely see it since the energy was coming from everyone and made belmod slightly nervous

Not only that but also Goku thought this could damage Jiren despite Sensing his ki to be strongest even above low 2-C zamasu & Jiren nieder to use more power on that than his previous state which was > zamasu
I am saying this because kefla's second key scales to this

Meanwhile UI goku got knocked out, not even complimented, he didn't even bother talking to him.

And UI still ultimately scales from beerus from that statement which beerus himself stated it.
So hit will also scale since he preformed better than UI goku

You know that dbz character can increase or decrease their durability to protect themselves? Jiren did just that.

Actually, the power faded away before Jiren attacked. He made his little speech, and only THEN knocked out BASE Goku after he already dropped from UIO1

UI goku still scales from beerus nonetheless
The real question is: is goku's preformnace in ssb after Ui is better than gokus performance on UI
