Why isn't Beyond The Gate Carter H1-A?

So, I've read stuff about the Ctulthu Mythos Page and I found something kinda intriguing

So, since Carter is able to exist in the Ultimate Void which is a H1-A Realm shouldn't he be High Outerversal? But when I checked the Page about him, he's only 1-A

Is there any specific reason he isn't H1-A? I mean Hypnos is H1-A.

I believe what they mean is you posted this to the Versus Threads section of the forums, which is for Versus Threads.
But this thread is probably more appropriate for the Questions & Answers section of the forums.

Unfortunately, from what I know, users can't delete their own threads. It may be possible or better to ask if this thread can be moved to the proper Forum Subsection in the meantime. If you can't move it yourself, it may not be doable without a Staff's Assistance.

Supposing a Staff's help is needed & isn't available, you may find it better to just recreate this thread in the appropriate subsection of the forum.
