Are the other platforms you mentioned using the up-to-date vs battle system? Or does it use a vs battle system? According to the current tier system requirements, Marvel 1A is as far as I know, but I'm not a Marvel fan. Someone knowledgeable about the series and cosmology can help you more.

It is because there is not enough information for a higher level, since although TOAA transcends marvel, it still does not have enough difference between reality and fiction.
