Why is the storm feat used to scale so many Dark Souls characters?

Dark Souls uses the same Universal Power Source for their storm feats as they do to amplify their physical characteristics. Or at least that's how I remember, but it's more so Mr Bambu or Sir Ovens who otherwise knows the verse more.
