Why is Red (Angry Birds) Low 7-C and not 8-A

It makes no sense why he is Low 7-C, the calc even says 8-A but the profile says Small Town Level!?!? The feat is not even half of the requirements and just above quarter of baseline Low 7-C, does anyone have a reason for why he is Low 7-C, I feel like changing it but there might be a reason.
