Why is Leonardo (4Kids) Town Level?

I'd like to start this off by saying i have next to no knowledge about TMNT but recently i created a thread throwing him against another town level character. However i have an issue with his tier. The justification for him being town level is this Wields the Gunshin sword, which has been shown to be comparable to Raphael's "Banrai" which was stated to be able to shatter MOUNTAINS by Juto-Shisho)

To me this really doesn't make sense. I don't see how shattering mountains places him at town level. Would this not place him at mountain level instead? ( Along with everyone that scales to him.)


Once again i have no knowledge about the verse but this seems very invalid to me.
 
If that's the case I think they should still specify like saying Wields the Gunshin sword, which has been shown to be comparable to Raphael's "Banrai" which was stated to be able to shatter small MOUNTAINS by Juto-Shisho) rather than leaving it as it is. This could seem confusing to new users.
 
I do not know how large the mountains in question were supposed to be. I have not watched the show in question. "At least 7-C" might work though.
 
Oh I wasn't questioning his tier. I think he should stay where he is but could we possibly remove the whole mountain shattering part?
 
We need some form of justification for his statistics.
 
Agreed. For the time being we don't have an exact size of said mountain. Saying it could be a small one is a blatant assumption and vice versa.
 
You can change the statistics to "At least Low 7-B", while linking to this blog, if you wish.
 
Okay. You can do it later, but need to adjust all characters scaled from him as well.
