If so, I'm afraid it doesn't quite provide the evidence you are looking for. Al Ewing does specify in this post that The One Below All is "below all" evil powers- including Oblivion as a direct example- but it is somewhat unclear what exactly that statement means. An entity typically isn't referred to as "below" other entities when making a statement about it superceding its competition in the power department, though I can certainly understand that interpretation in these circumstances. Frankly, it looks more like he's making a comment on The One Below All being more evil than Oblivion, and that ambiguity sort of muddles any attempt to scale the two from this Tweet alone.
However, I do think your bringing this post to our attention might still have some level of value because while I was looking it up, I found the greater context associated with it.
When you zoom out a bit, this looks like author confirmation that The One Below All is not as powerful as his altruistic counterpart. Within the full context of this discussion, it's pretty clear that Al Ewing considers The One Above All to still be Marvel's supreme being despite The One Below All's existence, which necessitates that The One Below All ultimately is less powerful and influential than The One Above All. That doesn't mean that he can't still be more powerful than Oblivion, but it does look like this establishes one set of parameters at least, which is better than nothing.
If you can provide a verified statement from Al Ewing clarifying that he considers The One Below All above Oblivon in terms of power, then you might have a solid argument for ranking him 1-A in his true form (i.e. not the manifestation that the Hulk clapped, but the entity behind the Green Door), but I still don't know if the wiki will accept the ranking without feats to back it up. The constant intentional parallels that occur in-story might be adequate to get him a tier with this new information, but I don't know how the community treats things like that. Either way, I do think that if you use Word of God to clarify that TOBA is above a 1-A entity, you also must accept the clarification that he is below TOAA and therefore not Tier 0.
