Why Dr. Wheelo is stronger than Turles?

I'm pretty sure Turles stronger; he comes in a movie that takes place after and the Spirit Bomb Goku used against Turles was a bit bigger + used Kaioken x20 against Turles not Wheelo. And I don't see any profile mentioning one or the other being stronger.
