Why doesn't Son Goku (Toei) have a Key 3-C?

This calculation is obviously made by Goku, which results in a 3-C, but why is his profile still 4-A? Janemba got 3-C from Goku ss3, can Hirudegarn with power equivalent to SS3 get 3-C?

I'm not following the DB, just some of my acquaintances who suspect this.

We only consider Dead Zone, Cooler's Revenge and Wrath of the Dragon as canon to the DBZ Anime timeline, we exclude the other movies (Even tho Movie 9 doesn't has any real contradiction)

DBZ anime is DB Toei. It's just that we don't consider some movies to be canon to the main Toei anime series.
