why does being 4D mean you can destroy a universe

It doesn't, unless the 'verse in which the 4D character exists in has declared that n+1 dimensions have infinite transcendence over n dimensions, in which case it's because the 4D character has power infinitely beyond what is possible in a 3D setting (a good real life example is that you, as a 3D person, can easily tear a 2D drawing of a universe to shreds).
 
hawking and Albert Einstein described it that way,😐 which came from a model of relativity. And it is base on the concept of Superstring theory. that it serves to describe dimensions in fiction.
