It doesn't, unless the 'verse in which the 4D character exists in has declared that n+1 dimensions have infinite transcendence over n dimensions, in which case it's because the 4D character has power infinitely beyond what is possible in a 3D setting (a good real life example is that you, as a 3D person, can easily tear a 2D drawing of a universe to shreds).

Being 4-dimension doesn't make you Tier 2 by default. It's as simple as that. Either showcase feats on that level or occupy a non-insignificant part of all those 4 dimensions.
