Why does Asriel have Matter Manipulation?

From the gif that was posted, it does seem like he did create weapons from nothing. Looking at the Matter Manipulation page here, it reads...

• Matter Manipulation is the ability to manipulate the particles that make up matter and the bonds between them.

This would mean that he created those items/weapons by manipulating the surrounding particles and forming them into a specific shape?
