Why Can't I make a Profile For A character

So about sometime ago before the form move I tried to Make a profile for a character named Lore from a game called Heartbound However when I tried to make the profile it said that I did not have permission to make a profile. I thought that I couldn't make it because the form had to move but after the form move when tried to make the profile for Lore Today I still can't make it.

Can someone tell me why I still can't make profiles

Profile making currently is locked from most users out of the entire forum move preparation, to turn the amount of content the staff has to moderate to a far more reasonable amount for now.

You can still post the draft in your Sandbox and let an staff member evaluate it here, and they may post it for you if it's good enought.
