Why aren't sinbad, ugo and david High 1-B?

this is more of a doubt than a request, but sinbad, and the other gods of the holy palace, david and ugo, shouldn't they potentially be high 1-B? They can transcend an infinite or endless hierarchy of the gods in magi, right? But I don't know exactly, so can you please explain?

Trascending the entire Hierarchy of Gods would be High 1-B. But from the scans I see at least the most Sinbad can do is continually keep ascending through layers, which is not the same. If you have any scans pointing to the first thing I said you should post them.

Sinbad is only 1-B because the hierarchy of gods is not stated to be infinite, so he's just one trascendence higher into 1-B than them
