Why are somethings allowed to be restricted and not others?

I know you can restrict stuff if it increases AP but why only some things.

example:

Restricting Deadpool’s weapons but you can’t Maria’s stuff aka she’s 10-c but magic makes her stronger. In her first key. Not that it would help but still.

Also what about this

At least it explains the thing that makes her stronger. In the first key.

I mean tier 10 physically but above that tier with magic in the first key. (Similar to Maria except it blatantly puts in what makes her above tier 10 with (insert item/power)


okay to the point. When is something okay to restrict and when is it not okay to restrict?

because it was okay to restrict Deadpool’s weapons but not okay to restrict Maria’s magic (aka the 6-C, likely 5-C to possibly High 3-A)

So what decides it’s okay to restrict?
 
Standard Equipment vs Optional Equipment is the difference. And also speed is the only stat allowed to be equalized, but restricting natural powers and abilities is not allowed.
 
From versus thread rules:
“It is not fine to restrict abilities in a versus matchup, implicitly or expressly. Matches that are arranged this way should not be added to the character profiles, as they don't involve their full potential, and are only intended for casual entertainment. An exception would be if the restricted ability/technique has a separate tier from the main one. In this case, the match can be added. The match can also be added if Optional Equipments such as optional power-ups and items are restricted, or if the ability being restricted is indexed after a "Likely" or "Possibly" conditional.”
I would assume that the reason you can’t restrict Maria comes from the term “main tier”. Likely, magic is her primary/only way of fighting, and her tier with magic would therefore be her “main tier”.
