I actually don't see how wesker may cant fly but he can keep up with neo his healing factor too. plus even if neo could stop bullets could he tank an rpg close range.

The version of Neo in this fight is Large Island level and Massively Hypersonic+, whereas Wesker, even with the Serum, is only Large Building level and Hypersonic
